Do you tell a landlord about your outdoor cat?

Our cat eats sleeps and breaths outside only. I'm allergic and cannot have her even walk into the house without feeling sick. Question is...do you tell a landlord and have to pay a pet fee for an animal that doesn't ever go into the house?
